The right to housing is inseparable from the full exercise of citizenship. For this reason, it is enshrined in the Constitution of the Republic, in the chapter on Social Rights.
“Everyone has the right to self and family, to a housing of adequate size, in conditions of hygiene and comfort, and to preserve personal intimacy and family privacy” (no. 1 of Article 65 of the Constitution of the Portuguese Republic ). ”
Under the legal framework of powers and competencies of municipalities, consolidated in Law no. 169/99, of September 18, amended and republished by law no. 5-A / 2008, of January 11, establishes the intervention of the municipalities in the scope of social action and housing, allowing their participation in programs in the field of combating poverty and exclusion.
The Municipality of Guarda, aware of the housing problem and the growing difficulties of the citizens, has been promoting some initiatives, with a view to enhancing their quality of life.
